THE BREEDERS VOICE steadfastly believes that a collective voice is more powerful than single voices.
That's why we have mounted a petition calling on our local state authority HRNSW to withdraw their support for HRA's Tax on Breeding - but it applies equally to any state authority that has voted in support of this insanity - whilst also demanding that Harness Racing Australia RESCIND THEIR PLANS FOR A STALLION TAX immediately.

A big thank you to everybody who participated in our recent "Taxing the Breeding Sector" SURVEY.
In just over seven days, over 340 breeders - Australia-wide - logged in and let us know their frank and open opinions. Obviously, this represents a significant majority of all Standardbred breeders in this part of the world, and we have immediately sent the detailed results through to Harness Racing Australia so that they can hear the collective anger within our community. As and when they respond, we shall of course notify everyone!
SUMMARY OF RESULTS
Question 1: Are you aware of HRA's plan to introduce a BREEDING TAX via a Stallion Registration Fee PLUS a Percentage of the Service Fee for non-Australian domiciled stallions?
YES = 93% NO = 7%
Question 2: Do you believe that such Tax Levies imposed on the Breeding Sector are FAIR?
YES = 4% NO = 96%
Question 3: Have you calculated how much this additional impost will cost you in the 2022/2023 breeding season?
YES = 40% NO = 60%
. . . and the total expenditure for those that had comes to $ 857,169 or $ 6,445 per breeder!
Question 4: What effect will such Taxes have on your breeding numbers in the upcoming season?
SAME NUMBER = 19% FEWER MARES = 80% INCREASED NUMBER = 1%
Question 5: What is your frank assessment of HRA's desire to TAX BREEDERS as a means of filling their coffers - whatever they decide to spend the money on.

Question 6: HRA claim that maintenance of the Australian Stud Book costs them TWO MILLION DOLLARS per annum ... and this is the reason they have to impose a Tax on Breeders. But why now? Do you think such claims should be supported by fact?

We are yet to hear from a single breeder who is in favour of any form of TAX (or Levy) on our Shuttle or Frozen Semen Stallions. But we think it is important that you hear exactly what breeders have to say, and we shall keep adding to the mailbox list below ... regularly.

Because this is not feasible, or helpful to hobbyists. Harness must stop trying to buy back a good name by grabbing every sensational scheme that pops up. Harness will only go forward when it re-builds its core product.
The heart and soul of our industry is made up of small breeders. Expenses are already high. We put in everything for the love of the horse and the industry. Introducing this tax will be damaging to the industry and reduce the breeders and supporters.
We support the long suffering harness racing breeding industry participants in this cause breeders and supporters.
I am signing because we have standardbred stallions. An extra unnecessary cost
To stop tax on stallion service
No concerns for breeders who keep breeding every year to keep the numbers coming through for the industry
I'm not against the race only the way it's being funded and no consultation with the industry. HRA need a massive wake up call by all of smaller breeders banding together.
This will continue to dwindle down numbers of horses bred.
Stop favouring the rich.
Taxing breeders is definitely not the way to fund an elite slot race that will only be available to the elitist members of the industry who already reap most of the big race prize money.

Not all taxes are legal since we are not in the Commonwealth any more and are now a republic so no crown here to make the tax legal

I do not agree with this at all. The harness racing industry in Tasmania is in dire straights already without this happening

Hard enough now for the majority of owners without imposing a breeders tax
We are small breeders who increased the number of mares put in foal this last season but if this tax gets put in place we will be rethinking our plan from now on. Slot holders should fund the race in the same manner as the gallops do
Harness racing needs to prioritise the majority that support the industry and not the top end.

Because if HRA want to look flash and try to follow the gallops (because heaven forbid they get left behind) they should make sure they have their own money to do it, not charge the lifeblood of their industry to fund something for the elite that are already rich enough
Patently unfair distribution of tax generated fees so the purple circle can race for the breeder's money.
This race in theory is a great idea but fund it through the people who want to put their best horse up against the best. The little man can’t afford to continue when the best horses get all the spoils year after year.
So wrong taxing the breeders to support a race HRA want to run when participants would be more than happy racing for only slot holders money. Another big mistake by HRA…..
This could quite possibly be the last year I breed standardbreds. My family have bred for over 80 yrs. And it is just not viable to continue with the amount of risk that I have to take to get a yearling to the sales and not get what I am owed. We are the backbone of the industry, and if they don't start listening to breeders they will kill the industry.

Cost of breeding is already exorbitant. This is an unfair tax for the many breeders who just breed and love their horses. It is only going to assist the big time trainers/ owners to bankroll new race.
Am a breeder and own and race Standardbreds and do not want stud fees to rise. NO TO THE TAX.
This is wrong to tax the breeders, more money needs to be put into grass roots racing.
Why should small breeders be forced to fund a race that is no benefit to them. It’s hard enough to break even without this tax. Find some other way to fund this race.
The standardbred industry is struggling as it is. It costs more to breed and raise a yearling than what most are being sold for at the sales. This would be another setback for the industry.
Look after the little man, they keep the industry going.

Once again, the harness racing boards are focused on catering to the wealthy professionals of the industry, whilst pushing the battlers further away.
Breeding is expensive enough. We have already lost a lot of breeders in the industry. More costs....more costs....more costs. Funding for the minority NOT the majority.
I am at a total loss as to where these people surface from that come up with these ideas.
The harness racing and breeding industry in Tasmania is already in dire straits when the subsidy runs out from the sale of the Tote this will be another nail in the coffin of what was once a thriving industry.

We have been breeding for the last 25 years we’ve always had a foal at any given time on our property if this decision goes ahead we will stop breeding.
The race is a great idea. Funding needs to be better thought out. This tax is a terrible idea and not supported by the majority of breeders and studs.
