Stallion Tax ... TIMES TWO!

With all the talk about HRA's proposal to tax 'Imported Semen Stallions' in order to fund a single race for the rich and famous - The Eureka! - it is well worth bearing in mind that HRA already applies an 'Imported Semen Stallion' REGISTRATION FEE of $1,162.00 per season.  

This means that in the 2021 Breeding Season they already collected something in the order of $26,726  from the studs who were offering us breeders access to non-locally domiciled stallions.

Accordingly, this new Eureka! Tax is NOT a Stallion Tax - because they already have one of those - although they are now planning to extend it to include local stallions as well [ at a discounted rate of $500 pa ] - but rather it is a FOAL REGISTRATION TAX, levied on individual breeders.

With the hope of securing something in the order of $900,000 via this FOALING TAX, how on earth can HRA not expect to see a massive decline in foal numbers?  Already they have overseen a decline in excess of 40% over the past ten years (viz. 4,879 foals resulting from the 2010 service year, vs. just 2,850 foals born in 2020)!  

What do they hope to drive it down to ...?  Less than 2,000?

 

This FOAL TAX must be stopped immediately.
